Policy overview
The July 2026 strategy paper sets the framework for preparing the 2027 National Budget, the second budget year under NDS2. It emphasises economic transformation, inclusion and resilience.
A strategy paper guides budget formulation. It is not, by itself, evidence that every proposed allocation has been enacted or spent. Treasury also lists the paper in its official 2026 budget document library.
